 In absence of Citroen Tool, its possible to make an alignment tool for the clutch plate from some bar.

The end of the tool fits into the Crankshaft recess (diameter 15.97mm ie clearance on 16mm) and the next diameter fits inside the splined hub (diameter 18.05mm).

Myself, I've never had any luck with those cheap "universal tools"
