changing the auxilliary belt on C4 Picasso II (2017) with 2.0 HDI engine

The poly V belt driving the alternator and A/C pump on my 2017 2.0 HDI C4 picasso snapped yesterday. I've acquired a new belt (which is identical to the broken one - 1073mm long, 6 ribs). I'm in the process of replacing it: Front wheel and plastic mud shield removed, plastic guard covering the pulleys removed, I've checked the tensioner pulleys (there are two, an upper and lower one) and they seem to be freely moving with no play. I can fit the new belt fitted around all but one of the ribbed pulleys but it appears that the belt is still a little too short to go round the final ribbed pulley even when I apply a spanner to the upper tensioner pulley to move the pulley away from the path of the belt. There also appears to be a second tensioner pulley lower down (between the A/C pump and the alternator) which I suspect I also have to get a tool on to relax the pressure it is applying to the belt.

Does anyone know of the how I can relieve the tension this lower tensioner is placing on the belt (what tool and how best to access said tensioner) as it's in a very difficult spot with limited access and visibility? ..... or do I just have to use some tool (e.g screwdriver or two) to lever the belt over the last ribbed pulley (the one on the crankshaft is most accessible) in the hope that the tension applied will move the lower tensioner pulley against it's spring ...... I'm wary of doing the latter for fear of damaging the belt.
