I was trying to do a routine brake pad change on my C4 Grand Picasso but when I tried to remove the front Brake caliper instead of a pair of 13mm bolts I encountered a pair of cylindrical steel sleeves what feels like some kind of insert deep inside. What kind of tool do I need to remove these?

The front are usually the floating type, with bolts that act like long slide pins.

Normally thay are 7mm allen head bolts.
