Permanent Power Supply for GPS Tracker

I have had a GPS Tracker fitted to my C4 Grand Picasso (2014) and it does work, but I keep getting alerts that the onboard battery is dropping low.

The engineer connected the device to a post in the fuse box to the right of the engine compartment beside the battery. He thought it was a permanent supply, but I suspect it is controlled by the ignition and therefore not allowing the device to have power all of the time.

Does anyone know if that threaded post in the fuesbox is permanently live or if it is isolated when the ignition is off.
