Roof Bar keys but no locks? BAFFLED!!!!!

 Ok got a set of genuine Citroen DS4 roof bars and fitted them to the car, in the pack is 2 keys.

The roof bars do not have any locks so why the 2 keys with the roof bars? BAFFLED!!!!

 I have genuine ones for my grand picasso and they do lock and have keys, plus they look better than the Halfords bars that look like rsj's!

 Which bars are they? We have Thule Aero bars and the locks come in the pack, you need to fit them in to the clips that go over the fixing mechanism
