 And why does this govern how long you can own a car for?

Motability is much like a lease agreement so you get the term of the vehicle for the length of your award of DLA.

Location: Runcorn (Unfortunately not in the blummin' rich area) of Cheshire!
 When you apply for Disability Living Allowance (DLA) it is you are assessed after filling a pain in the A##E form and then it is 'given' to you for a time set by them.
It can vary from 6 months to life.
Mine at the time was given for 2 years, so I can only 'have' a car for that period.
